Those were concerns, definitely, but Noctis did probably the only thing he could do to completely distract him.

Prompto responded instinctively, returning the kiss and moving his hand to the back of Noctis' head, just for a moment he could be selfish and enjoy the kiss.

This was incredibly unexpected, for so many reasons, but it wasn't at all unwelcome, and hopefully this he would remember, even if they were just drunk and probably doing something stupid and meaningless, no matter how much that would hurt later.
