The question almost confirms it. And it makes Ignis rake his brain to try and remember who this man is. Because he looks familiar but all the staff and council members Ignis knows faces and names like the back of his hand and he is not part of it.
But, if he knows of the Citadel and Clarus then he should know of the Prince as well.
