The woman had gambits upon gambits, plans behind contingencies behind plans...we were always reacting, never even one step ahead of her, and always playing right into her hands.

Honestly, I couldn't think of a better title for the woman, myself. But she believed she was doing the right thing - and who am I to argue? One cannot deny that killing millions to save trillions is better than the alternative.
